University Student Travel Exemption Program

On Friday, July 17, 2020, Governor David Ige approved a University Student Travel Exemption program.  HPU collaborated with the State Department of Health (HDOH), State Attorney General’s Office, the City & County of Honolulu, the University of Hawai‘i, and Chaminade University to create this exemption. 

Students enrolled to attend Hawai‘i Pacific University for the Fall 2020 semester may apply to participate in the exemption programwhich provides modified quarantine procedures for a 14-day period following trans-pacific travel to Hawaii. This exemption does not apply to parents and family members who are subject to the standard 14-day quarantine order 

HPU students who receive approval to participate in the exemption program must complete one of the following State-mandated requirements:  

  • PRE-TRAVEL TEST: Take a pre-travel State-approved* COVID-19 test within 72 hours of point-of-departure.  Provide proof to HPU of a negative result. 
  • POST-ARRIVAL TEST: Take a post-arrival State-approved* test at an HPU-designated test site within 48 hours of arrival to Hawai‘i.  Submit proof of a negative result, and HPU will issue a University Exemption Letter. 
  • 14-DAY QUARANTINE: Quarantine off-campus for 14 days, providing proof to HPU of your quarantine residence address.        

*“State‐approved test” means specimen is processed at a laboratory that is licensed or certified under the Clinical Laboratories Improvement Amendments (CLIA) for nucleic acid amplification testing (NAAT) for COVID‐19, as approved or authorized for use by the Food and Drug Administration (FDA), pursuant to the Emergency Use Authorization, or equivalent, as determined by the State Department of Health.

Note: To further a healthy and productive environment in university housing, HPU also requires all Fall 2020 student residents of Aloha Tower Marketplace (ATM) and Hawaii Loa Campus (HLC) to (1) provide proof of a negative COVID-19 diagnostic test, pre-travel or post-arrivalor (2) complete a 14-day self-quarantine period.
