Marta Kikena de Matto J.D.

Professor Marta Kikena de Matto, J.D., teaches at the bachelor's and master's levels in the areas of health care law and policy, comparative health care systems, international health, and cultural health. Students who have taken her classes have evaluated her "flipping the classroom" approach as exceptionally interactive, engaging, and rewarding. Professor Kikena graduated magna cum laude from the University of Maryland Francis King Carey School of Law, where she earned a Doctor of Jurisprudence and the law school's competitive Health Law & Policy Certificate for completion of substantial health law course work and field work. She was also selected for multiple leadership roles on the prestigious Journal of Health Care Law & Policy, where she and fellow Executive Board Members selected and edited cutting edge health law articles. She graduated summa cum laude from Towson University in Baltimore, earning a Bachelor of Arts double majoring in International Studies and Mass Communications, Public Relations. She has been published numerous times, most recently in a scholarly article on health in developing countries. Professor Kikena has been dedicated to public service, previously working at the Department of Justice, Executive Office for Immigration Review, where she researched and wrote rulings for immigration judges, and at the Maryland Attorney General's Office, Health Occupations Prosecution, where she worked with the Boards of Physicians, Nurses, and Pharmacists to address and prevent health care provider misconduct. 

Professor Kikena was born in western Ukraine at the foothills of the Carpathian mountains and immigrated to the United States as a preteen when the Soviet Union fell. In the U.S., she primarily grew up in the Baltimore metropolitan area, but has lived in most of the major cities on the East Coast and traveled to over 40 countries. Professor Kikena enjoys active sports, particularly hiking, aerial silks, and skiing. Along with her husband and two kids, she is thrilled to make HPU and Hawai’i her home base.
