The Graduate Certificate Program in International Disaster and Emergency Management offers professional education for graduate students planning careers in government or non-governmental organizations (NGOs), and for practitioners in the field seeking to broaden their knowledge and skills.  It provides the tools to manage disasters and address difficult public policy issues facing public and private sector officials, with a regional focus on Asia and the Pacific region.

The graduate certificate program is an ideal choice for:

 

  • Graduate students who want to enhance their specialization with a practical skill set, including students of Diplomacy and Military Studies, Global Leadership, Communication, Nursing, and Information Systems.
  • Military officers and DoD civilian employees for whom greater expertise in this area is an important form of practical professional development.

The field of emergency management is growing rapidly as more and larger disasters are occurring. As worldwide attention has focused on recent natural disasters such as earthquakes in the Kashmir region of India/Pakistan, the Indian Ocean tsunami, mudslides in the Philippines, armed conflicts, and earthquakes and potential tsunamis in Hawaii, it underscores the need for greater expertise in managing complex emergencies, whether natural or man-made. The post-Cold War period, since the early 1990s, has also seen a greater focus on the need for military-NGO coordination in such areas as disaster relief and humanitarian assistance.

The new certificate program provides a professional credential for disaster and emergency managers preparing to apply for the International Certified Emergency Manager (ICEM) program; and the American College of Contingency Planners certification (ACCP). It also provides emergency responders and public health personnel a context for how their professions fit into the national, state, and local emergency management systems from a domestic and international perspective.

PROGRAM OF STUDY


The graduate certificate program consists of 15 credit hours (five 3-credit courses):  a core curriculum of four courses and one elective.
Certificate candidates must complete the following courses:

INTR 6300 International and Domestic Emergency Management
INTR 6997 Capstone/Internship Project

And two of the following core courses:

INTR 6997 Complex Emergencies
INTR 6997 Disaster Command, Control, Communications, and Coordination
GEOG 6300 Geography and Geology of Natural Disasters

And one of the following elective courses:

GEOG 4700 Geographic Information Systems
PSCI 6151 International Organization
PSCI 6200 Peacekeeping and Conflict Management
PSCI 6330 National Security Policy and Strategy
PSCI 6610 Politics of Developing Nations

The four core courses are building blocks towards a balanced understanding of the body of knowledge already developed in the field. This “All-Hazards” approach to planning addresses Natural Disasters, Technological (accidental) Disasters, and Man-Made Disasters, such as conflict, war, and terrorism.  The electives courses allow students to specialize in a particular area of interest.

The graduate certificate program can be completed within a one-year period, with some elective courses available online and others in a classroom format.  It includes site visits to area organizations and guest lectures from specialists and government officials in the field.

Hawaii Pacific University is well positioned to deliver a premier graduate certificate in the area of disaster and emergency management, with a focus on Asia and the Pacific. The island of O‘ahu has a large military establishment that oversees disaster relief in the region, as well as many NGOs involved in medical, disaster relief, and humanitarian assistance. It also has many specialized agencies that are valuable assets for professional training and development, including the Pacific Tsunami Warning Center, Oahu Civil Defense, the US Pacific Command, and the Center of Excellence in Disaster Management and Humanitarian Assistance (COE-DMHA), a unique organization based at the Tripler Army Medical Center (TAMC).
